Valley:}

The response to our September 2nd letter regarding the proposed pool at The
Sequoias-Portola Valley has been most encouraging.  A few rather large pledges
and a substantial number of more modest pledges have been received.

You may be interested in the answers to a number of questions that have been
raised.

Question. How large will the pool be and at what temperature will
it be maintained?

Answer. The size will depend on the amount of money that is raised.  We
are hoping to have at least a twenty foot by forty foot pool.  The
favored depth is three and a half feet at the shallow end to
four and a half feet, deep enough for swimming but not deep enough for
diving or to be hazzardous for an inexperienced swimmer.  The favored
temperature is 83 degrees.  Since solar heating is planned, it may
prove desirable to let the temperature vary during the day, being somewhat
lower during the early mornings for the more energetic swimmers and
restored to a somewhat higher temperature for the less energetic in the
afternoons.  The jacuzzi would, of course, be maintained at the
temperature recommended by health authorities.

Question. Can one give stocks or other negotiable securities and if so
how will they be valued?

Answer. Yes, making such a gift allows you to claim the market value of
the security as a charitable contribution and neither you nor the NCPH
will have to pay any capital gains tax.  The usual procedure is to price
the stock at the average of the high and low trading price on the day that
the actual stock transfer is effected. Incidentally, there is some talk of
changes to the tax laws in this regard, all the more reason for
considering this form of giving at the present time.

Question. Is it possible to make a living trust agreement such that I will
receive a life interest in the yield with the capital amount going to 
the pool fund on my death?

Answer. Yes.  One such gift has already been received.
The current need is for funds that will be immediately
available, but if your present financial situation will not permit you to make
the size of gift that you would like to make, then, by all means, do
consider this alternate method of giving.  If you give low-yield securities,
your monthly income may actually be increased, and you can claim a reasonably
large fraction of your gift as a charitable contribution and so decrease your
income tax as well.

Several people have asked for guidance as to what would be a reasonable
contribution.  There is no simple answer.  Obviously, people differ
greatly both in their ability and in their willingness to contribute.  If
it is any help, several pledges for more than \$5000 have been received,
while several are for \$200 or less.
Even a token gift is appreciated and allows you to
be counted as as a contributer.

A final question has to do with whether contributors would be allowed to
use the pool at a reduced rate.  The answer is no.  A sharp line
must be drawn between contributions to the building fund which are tax
deductable and the user's fees which are not.

Valley:}

The Executive Committee of the NCPH has voted to recommend approval to the
Board of Directors at their September 19th meeting for the construction of
a swimming pool and jacuzzi at The Sequoias-Portola Valley.  This vote
followed careful consideration by the Continuing Care Section and the
Executive Committee of The NCPH of a request made by some interested
residents. The recommendation is subject to the following
provisions:

1. That the interested residents agree to raise the necessary funds to:

\qquad a) Determine the acceptable land use, architectural and financial
feasibility of the project;

\qquad b) Cover all construction and related costs including a maintenance
reserve;

2. That the operating and maintenance costs for the pool be paid for by
the users, and that none of these costs be borne by the corporation nor
included in the monthly service fee for the residents;

3. That the city of Portola Valley grant necessary approval for the
project;

4. That in forming the swimming pool users organization, all
residents who are willing to pay the users fee be permitted to have use of
the pool;

5. That the pool be located on land adjacent to the roque court which is
adjacent to the lawn bowling area;

6. That the pool be enclosed so as to assure security;

7.  That NCPH staff be responsible for negotiating and managing all
contracts for design and construction related to the project, working
in consultation with the Resident Swimming Pool Committee.

The Executive Committee considered the opposition of some residents to the
pool, but made their decision subject to the noted conditions in view of the
fact that other facilities, such as lawn bowling and croquet, are not
used by all residents, and that swimming has been recognized and accepted
as an excellent exercise for older persons.

It is now time to determine if the estimated \$150,000 to \$200,000 can be
raised by the people interested in this facility. We have been advised
that money given to the NCPH for the construction fund would be tax
deductable but that the user's fees would not.

Please consider the value of a swimming pool and jacuzzi to the health and
pleasure of yourself and of other residents
and return the enclosed
questionnaire as soon as possible so that we can make an interim report
prior to the September 19th meeting.
